I think that e-mail spam could be considered pollution of the internet. Perhaps thinking of Spam as pollution rather than rogue e-mail could help further discussions regarding how to deal with it. Organizations that create pollution in the natural environment are subject to taxes and sanctions based on the amount of pollution that they create. In similar ways we should be able to take 'pollution samples' from net e-mail and trace back the source of the pollution.
